[Troubleshooting] New Build - WTF are these noises??? R9 390 + Carbide 540 Air Case

• 16gb DDR4 RAM
• 2 SSDs (no HDD)
• Corsair 540 Air Case (default case fans)
• eVGA 850G2 SuperNova PSU

My PC is fucking LOUD. I have no idea why. Here's a link to the recording from my Yeti mic, placed at the rear of my PC.

1. Out of the gate - you'll hear a generally loud "whine". What is this?
2. Between :02 and :07 - something whirring up as I start xcom2. What is this?
3. At :18 - Xcom2 loading screen. A loud "clicking/clacking" noise commences. I hear this occasionally but especially when the GPU appears to be under heavy loud; BUT, I don't think it's the GPU (as I've been through 2 390s, and both do it in xcom2).

List anything you've done in attempt to diagnose or fix the problem.

Replaced the GPU, twice. Replaced the PSU (had a NEX EGA model, before I upgraded). Did both of these things hoping the excessive noise would go away.

Provide any additional details you wish below.

Not sure if the problem is my case, the PSU, case fans, etc. The weird clacking showing up at :18 is ESPECIALLY bad.

Any insight as to whether this type of noise/whine is the GPU, PSU, Case fans, etc. would help me immensely. I'm at my wits end.
