Frost Walker - Horse Armor Enchantment

One of the most frustrating experiences when riding a horse is falling into the water. Frost Walker is not always great on boots since it means that any contact with water may mess up complex designs. If FW was made available to enchant on horse armor via anvil, it would solve the problem of horses being completely useless near water, and it would be a great alternative to putting it on player boots.
