[TOMT] What episode of Cops was this?

There was an episode set at dusk/night where a guy and a girl were both arrested for something I think drugs, but the guy keeps repeating "I swear" and has sort of a raspy voice I think he says "I swear she did it" but all I remember is that he says I swear 100 times, also they were sitting on the curb while handcuffed and talking to the cops. Reason why I want to find it is because when me and my friend imitate Mort Goldman from Family Guy is the voice that this guy sounds like and it was hilarious as fuck.
