[Ask] Lvl5 lightning spell or lvl4 hogs?

I am a th8.I am looking for a 3* army for wars.Hog will be lvl3 in 3 days.I have max GoWiPe, and lvl3 drag, but it does not fetch me 3* consistent enough.I have resources for both lightning spell and hog research.Which should I do first?
