Kicking up volume for thin hair

Ok so, I'm looking to boost up my hair's volume, but the problem is, I have thin(fine) hair, not too thin(fine), but its not thick. My hair length is halfway between my eyes and nose now but not much volume is achieved even with a blowdryer and mousse. Would cutting my hair shorter help me achieve more volume, or does long hair give more volume(being that my hair isn't thick). I'm stuck. If any of you guys know Jesse, from BFvsGF/PrankvsPrank, his hair always seems to just go up, how does he do this?
