[Star Wars] Why does Obi-Wan say that the blast points are too precise for sandpeople and that only stormtroopers could be so precise?

Stormtroopers can't hit shit, while sandpeople have been shown to be able to hit moving vehicles from long distances with their guns.

This line makes no sense.
