Procedures followed in other Manitowoc County murder investigations prior to 10/31/2005?

Has anyone come across details of other MCSO murder investigations earlier in 2005, 2004, etc... Did they take tons of pictures, follow procedure to the letter, alibi and exclude the"usual suspects" before seeking outliers?

It's easy to complain about the lack of procedure, but it only bolsters the planting theory if it is out of the norm. They could just be really really really bad/incompetent at their jobs. I would lean towards planting, incompetence, and alterior motives, but I'd also like to know if it could be shown that the clearly treated this investigation differently than others...
