mysafesavings.exe malware cant be removed by traditional means

So mysafesavings.exe is a malware program on my computer. I tried using AVG and Malwarebytes to quarantine and remove the program but that didn't work. I also tried booting in safe mode and manually deleting the program (it wont let you if you run windows normally). It reappears after a reboot. Using task manager to end the process doesn't work, it just restarts. Basically every traditional way of getting rid of malware is ineffective on this beast. Even google has no knowledge of it. Any thoughts or suggestions would be appreciated. Thanks!
