Can someone please explain to me " dota_minimap_misclick_time "___" ?

What happens in my game is that when I click the minimap it doesn't initially respond. I dont move and the green click thing doesn't show up. But when I click it again or click repeatedly it starts working. I've tried many different values for " dota_minimap_misclick_time " some large some small and they all are the same...it's always about a few tenths of a second before the second click goes. The first click NEVER works.

I was under the assumption that it was just a delay on the first click. But the first click NEVEr works.
