Problem with AP priority(?)

So I just upgraded my Netgear R6200v2 to a TP-Link Archer C7 V2. I set up the C7 and made sure I was on the latest firmware, then plugged a cable into the LAN port of the Netgear and set it to AP mode in my living room (Archer is in my bedroom, other end of the house). For some reason, even if I reset wifi on my phone, I seem to get booted off the C7 access point even when I'm next to it and sent to the Netgear AP 25 feet away.

Is there something I'm missing? You'd think the phone would want to connect to the closest and strongest AP when the phone's wifi radio is turned on.
