Any recommendations on grocery panniers?

I bought some crappy trek grocery pannier and took it around the first turn from my house and into the street and as I rolled over the sidewalk and across the road joint which was slightly raised it bumped the stupid thing off the bike and into the middle of the road. Luckily the cars didnt run over the stupid bag. I had the little bottom hook bungeed to the bottom of the rack but it was still super loose and floppy. Anyone have good experience with these things? I would ideally like to spend like $40ish, but after that experience I want something with deep top hooks and/or a solid way of keeping it from flopping around when empty. I saw some pannier baskets which seem like a pretty legit option too. Please let me know if youve had any good experiences with these things. Thanks!
