So how do stats/weapons work together?

Been trying to find any sort of numbers and not having luck. Haven't played since early beta and the Elder Staves Online days, everything LOOKs more balanced but was curious on long term stat numbers. Like can I do a dagger nightblade and use my class skills effectively still?
