Renting a film from amazon.de while in the USA

It doesn't let me rent a film on amazon.de because I don't have a german bank account set up, so I bought a german giftcard and added it to my amazon account, but when I go to rent the film it says I can't because of the bank account, even though I have enough money in gift card currency. Are you not able to rent movies with gift cards? It says I have 5.50 euros in my amazon gift card amount, but 0 for amazon videos.
