[TOMT] [anime late 90's] Looking for an anime I saw as a kid that I got in a kids survey vhs.

So back in the late 90's or early 2000's I was doing these wird kids surveys and would get points and stuff for doing them. Once I got a video tape of two pilot episodes for animes. One was escaflowne and the other one I cant remember. It was about a girly guy that was also a school teacher I think? He had a fellow manly teacher that talked about foot ball and was a nice guy. At night though he would dress up even more girly and fight crime I believe. He may have been a girl too dressed as a guy. If you can help Id appreciate it! thanks!
