Looking for job resources/ centers in NYC

I am trying to help my cousin out, he has had a really long battle with drug addiction but finally is clean and sober. He has a high school GED, but little to no stable work experience. Are there any NYC centers or employment centers that could help find a job? We are looking for centers that can cater to long term unemployed/ entry level/ labor jobs.
