A question about the potential minimum wage hike.

Posting with an alias because I'm fairly well known in this subreddit.

Anyway, my question is, I currently make $11 an hour. What's the best way to approach my boss and let him know I feel like it's time for a raise? I'm good at my job, I enjoy my work, and I feel like I deserve more than ninety cents above the new minimum wage. I want to be diplomatic about it, but I've never been good at asking for raises.
