Helping the homeless - need advice

I recently moved from a large home into a condo in the Pearl. The dramatic downsizing allowed me to clean out a lot of clothes, etc. By my condo a homeless encampment has taken root under the 405 overpass and I walk by them every day. They never ask for anything nor have I seen them bother anyone.

I would love to give them the clothes, shoes and other sundries directly, but at the same time don't want to cause a problem. I guess my question is, is it OK to give some help directly, or should I make a donation to a place like the Portland Mission?
