Confused about the "soft level cap"

So I've been seeing posts that say the soft level cap will be raised to 55 in the NA/EU version. To me that means you start to gain exp extremely slow after level 55, but then I see people saying this still happens at 50 and not at 55...

I hope someone can clear this up for me I'm really confused, thanks in advanced!
