Steam client issues

So almost every time I scroll through my games list, steam will freeze, then ill get an option to kill the program or wait for it to fix itself, and it will usually fix itself after a short period of time.

I am curious if there are any permanent solutions?

Can I uninstall just the steam app and reinstall and keep all games/saves etc?

Any other ideas?
