Can a lodgr host a non partisan debate among candidates for local elections?

For an underrepresented community, the lodge usually tries to do voter registrations. However, a lot of the people feel disenfranchised. To encourage voter participation and education, the lodge is thinking of hosting candidates seeking office in local elections.
