Do reaction videos like this count as fair use?

This video I saw recently is talking about the fair use issue on youtube. They spent 1 minute out of 20 reacting to the video but all they added to it was "Yeah" and "Yup". After the video they spent 30 minutes discussing the issue.

Assuming they didn't get permission to use that 20 minute video would they be using fair use the right way or not?
