Council mission in first month?

I'm currently at the second abuduction mission of the month on my first ever impossible campaign (right around march 18), and I was wondering if I will be able to get a council mission before the month ends. In my classic playthrough a council mission didn't appear for me, but in the youtube walkthroughs I've seen, every single one of them get a council mission in their first month (and usually right before the time limit ends to get up an uplink). Is the council mission guaranteed, or am I just unlucky?
