Question about my league

So earlier in the year, people in my league would pick up a player at 6:59 and reverse the transaction at 7:01 to get an extra game for the night. Due to this constantly happening my commisioner made a rule saying that you must keep an acquired player on your roster for 4 days. Now he is saying that you cannot make ANY adds/drops in the playoffs for whatever reason. Is this fair?
