Are cleansing crystals from Hefin Monks instanced?

I am sure the answer is very obvious, but due to double experience occurring this weekend I just want to confirm that the crystals the monks sell are instanced per player. Is this true, or is this not the case? Furthering from this, is there a some kind of rule determining whether the items from an NPC are or not?
