Eli5: physical therapy example - why is it so hard to learn to walk again?

Someone is unable to walk due to some complication, but later they go to physical therapy because they will eventually be able to walk again.

What I don't understand is why they struggle so much? Shouldn't the knowledge and muscle memory be there?
