[Troubleshooting] Nvidia Control Panel not detecting SLI Bridge

My computer's NVIDIA control panel won't recognize that there is an SLI bridge present on the card. Device Manager and the Nvidia control panel will recognize that there are two cards with the proper drivers installed, but no SLI options. The cards are the exact same model: ZOTAC GTX 970 4GB ZT-90101-10P. I've tried two different SLI Bridges, reinstalling drivers, reinstalling the operating system, DifferentSLI, one card at a time, switching the cards around, and trying the bridges in various layouts. There's probably more that I forgot, but that's the gist.

There's no SLI options in the motherboard's BIOS or switch on the board (to my knowledge), and the cards are in PCI-E slots 1&3 designated by the motherboard manual as the 'SLI' slots. According to GPU-Z they're both running at PCI-E x8 lanes at 3.0 speeds. The only difference in GPU-Z is the memory type (one being Elpida, and one being Hynix) thus having different vBIOS versions, but I don't believe that should cause issue.

Specs are: CPU: Intel i7-4790 MOBO: ASRock Extreme 6 Z97 Amount of RAM: 16gb RAM GPUs: 2x ZOTAC Nvidia GTX 970 4GB ZT-90101-10P PSU: Corsair GS700

Any ideas?
