[Spoiler] Question for those of you who are believe the most popular theory about Zoom

So lately, It seems the most popular theory going around is that there are 4 Jay Gerricks, or 2 Jay Gerricks and 2 Hunter Zolomon. From what I've seen, people are suggesting that:

Earth 1 Jay Gerrick: Man in the mask

Earth 1 Hunter Zolomon: Some creepy guy sitting in parks

Earth 2 Jay Gerrick: Our recently deceased friend

Earth 2 Hunter Zolomon: Actually Zoom

So my question is simple, and all the comments scrolling I've done, I haven't seen anyone ask this: If Zoom went ahead and captured Jay Gerrick of Earth 1 and put him in the mask, why didn't he kidnap the Hunter Zolomon of Earth 1 as well?
