How do I deal with so much noise from college students parking at apartment complex?

Serious

Okay, so this has been going on since I moved to San Antonio, TX (months now), but I am getting desperate. The noise level at my apartment complex is way out of hand, and due to all of the rich college kids that live here, there are literally 20 cars parked outside my window that are modded. Most have very loud exhaust, and the perfect frequency to make the walls and windows vibrate. They like to rev their engines and speed through the complex without regard for foot traffic, and I've almost been hit twice by large trucks.

What I've tried: Noise-reduction, over-ear headphones, earplugs, 2 layers of blackout curtains + 1 comforter on the windows, staying as far away from the noisy side of the apartment, literally laying for hours in the closet because it's the least noisy area in the apartment, sending numerous emails to the office about "offenders" and their loud vehicles and asking them to force them to not park between the buildings where there is basically an echo chamber, etc. I've done all of these, but none have worked.

It's my last semester in college, and I'm studying and working practically full time with very little time to relax/sleep/eat/etc. I'm going nuts here, trying not to fantasize about vandalizing vehicles while I'm working on homework every day. I understand I sound crazy, but I feel crazy with a loud car outside my bedroom window every 5 minutes. It is worse nights and weekends, and it does NOT stop. It is literally every day, and I don't have anywhere else to move until June.

Is there any advice you can provide for how I can talk to the apartment office, or law enforcement, or the college kids themselves who drive these vehicles? I don't expect to get anywhere talking to any one of these groups, but I don't know what to do anymore. I've tried everything I can think of. Thanks in advance.
