$1600 bill for ED visit; never saw a doctor [New York].

I recently had a really bad case of gastroenteritis, lost a lot of fluid, and was unable to take any liquid orally. I ended up becoming pretty dehydrated, and finally went to the ED.

At the ED, I told the triage staff what happened, they took my vitals, and told me to keep waiting. I told them I was hoping to receive an IV, but I wasn't given one. I ended up waiting around 3 hours, and finally felt better and was able to drink some water so I told the staff I was just leaving. At that point I had yet to see a doctor.

A few days later I received a bill for $1600. The only services I received was having my vitals taken and history jotted down. The whole interaction lasted 5 minutes. I have already called the hospital and requested an itemized bill.

What are my options at this point? I would love to not pay anything but I don't know if that's going to happen.
