ELI5: How come everything not hosted by valve themselves is always delayed left and right?

I mean, even the fucking majors are delayed when not hosted by valve.. They had 1 year of planning and they aren't ready on time.. I really don't understand how that come to be, so if anyone has insight on how that actually happens, i'd love to hear it.
