Previous landlord is holding security deposit because of an ordinance complaint filed against the property (Georgia)

So I had a contract for a house in Atlanta that ran out on January 31st. We signed the final walkthrough paperwork and the house was in good condition short of a couple cleaning things. All of our property was removed on time.

We have contacted the landlord about the security deposit and they are claiming they cannot return the deposit because of an ordinance complaint filed against the property. We are the ones who filed the complaint, but did so anonymously, through the cities website. They are claiming that we need to sign off on the state of the property, as do the people who filed the complaint.

Do we have any legal obligation to them since our contract has expired? The terms of the contract give them 30 days to get it back to us. However, it does not seem they will send it even after that and that they are holding it to cover the rent they cannot get until the complaint is resolved.

There is also no penalty in the contract if they do not return within 30 days. Do I have legal standing to seek anything if the deposit is not returned?

Thanks for any help and I will answer any questions I can.
