What is going on in the crucible?

I took a few month siesta from Destiny due to a rigorous semester at Uni. Now that I'm back I'm very confused! Why does the crucible feel so broken? It seems like whatever gun I try to use it just doesn't work. It seems like the balancing is off. Am I missing something? Are hand cannons just unusable?
