When partitioning a Table, is the number of partitions fixed at creation time? Do we need to over-provision partitions so we can grow?

We have implemented a partitioned table at work, and it was implemented with a partition number of 3000, even though we only need around 350 right now since that is how many customers we have. Are there downsides to have that many unused partitions?
