Cisco 2821 PoE network module not supplying power.

I got a Cisco NM-16ESW-PWR-1GIG for my Cisco 2821. It did not supply power or have any power commands. I figured out I need a compatible power supply, so I got a PWR-2821-51-AC-IP and installed it. I now get limited power commands, but it still does not supply power. I am using a Cisco 7941 VoIP phone to test PoE. The phone powers on when I plug it into the wall with the power brick. The switch does switching fine with powered devices. *

Any ideas what is going on here?

EDIT: u/vtbrian pointed out that my phone doesn't support Cisco pre.3af power.
