[Skin concerns] my boyfriends eczema is out of control. Please help!

My boyfriends eczema has gotten out of control and we need help. He has seen a dermatologist in the past and was given steroids, but it only returned after a few weeks. Right now it is all over his body (legs, chest, neck) but predominantly it is the worst on his elbows and inner arms. He tried taking Zyrtec but saw no improvement. He has noticed it flares up after he rides his bike.

I read online that neem helps eczema so he has been applying my neem oil to the worst areas and taking neem capsules 475mg for a few days but so far nothing has helped. Does anyone have experience with this or things we can do to at least prevent him from scratching his skin off? Thank you.
