Netplay won't work?

Hey, I've been trying to get my netplay to work for a while now, and am still having problems with it. It will only let either me or my opponent move at a time, one of us always can't move. I've tried following all the steps to help fix it and reinstall it but nothing seems to fix it. I'm wondering if someone can help me try and fix it so I can use netplay. I used these two guides to setup/troubleshoot, and none of the solutions have worked for me.
