Junk Fences?!?!?

I used to be able to put junk fences on mats and move them wherever I needed a no collide fence. Game gets an update and now I can't place junk fences on mats. Why Bethesda. Whyyyyyy? I checked the patch notes and it doesn't mention fixing that. Has anyone else been able to use this method recently?
