Is it possible to "complete" the campaign quests?

It sure would be nice to get those two quest slots back. I assumed that finishing a faction's line of solo ops would complete the corresponding ticket, effectively unlocking an additional concurrent daily quest slot to be filled from the board. But after finishing the plant campaign, I still see the slip pinned to the top of my list. It now says, "You are a L.E.A.F. agent" and when I button into it, it says "0/1 completed". I've tried following up with both Davebots. Is there some other final step I have to do to clear that off? Or is it just stuck at 0/1, forever wasting a space?
