Is the bundle modding tool not working for anyone else?

Hey, I'm just a dude wanting to apply a .pdmod to the game, however the Bundle modder doesn't seem to be working. I load the mod and then attempt to apply it, in which it confirms that it was loaded and applied, but it actually didn't. The patching lasts like half a second and nothing changes in game.

If anything else needs to be known (which might be the case) i'll be happy to add it. I've reinstalled the game twice, and the bundle modder three times. Thanks for the help guys.
