[TOMT] A video of a Scandinavian (maybe) country that greets with an inward whistle

I've been searching for this for a while, think I first saw it on tumblr or facebook. It's some place, a small district maybe, that greets one another with an inward whistle? There was a video of it and all I recall is that it was quite snowy and the person documenting it wasn't local. Edit: just wanted to add quickly I have searched and searched for this with no luck, not sure if I'm just searching the wrong places/wrong phrases so sorry if it's a simple find!
