Are the people app and messaging app updates only available on build 14267?

I am on release preview ring with build 10586.107 on a lumia 950. I am not getting the people app update that brings HISTORY back. also I'm not getting the messaging update that brings skype MOJIS. I have another Lumia 950 on 14267 that has gotten both. so just want to confirm if this is only available on the 14267 build?
