Does RPG Maker work for my idea?

I'm looking to create a study aid essentially. However in the form of an RPG Maker esc game. The main premise would be encountering an NPC who then asks you a question and you have to select the correct answer (choice of 4). Getting the answer correct means you progress in the story which you can't do otherwise. It would have to be a linear game. I want to port this to the mobile market. Can I do this within the engine? If so which version of maker is right for this?
