Xbox One Vibration Glitch Making Game Unplayable

For whatever reason, my controller started vibrating and the game began constantly buzzing. Not rads buzzing, because I'll get that in addition to the constant buzzing.

I've switched guns, switched areas, slept, reset the game, reset the Xbox, unplugged the Xbox, loaded saves, literally anything I can think of. What can I do to fix this? I'm yet to find a definitive answer anywhere online.
