Programs don't maximize to the front, instead they maximize behind the active program, how do I fix?

I have a Toshiba laptop that I upgraded to Windows 10. All the current updates are installed.

When I am working on several programs, if I click on another program, such as Word, it doesn't come to the front. Instead it appears to maximize behind whatever window I have open. I usually have to minimize all windows (Win +D), then click on the program I want.
