What kind of fucked up parents are these?!
And why blame the high school (principal)?

But the parents were there. Outside of unlawful activities it should not be a principal's duty to police what parents do to their children.
How can anyone see this and not think "How can these parents kiss their children like that?!" but instead think "The principal should have prevented this!" is beyond me.

Having an authority over everyone
He does not have authority over the parents. At best he can throw them off school property. With the school likely being public property, he'll need a legal reason for that. I don't know if "kissing your child on the mouth" is actually illegal.
As for the children, the authority of school personnel follows the doctrine of in loco parentis - in the absence of parents.
During the absence of parents, the principal (et al.) take their place.
The principal can send little Johnny back to class when he meets him alone in the hallway, but he cannot force little Johnny back to class when he's with his mom.
The principal could exercise property rights beforehand and not allow certain events from happing on the school property under his care. But he can reasonably argue that he can't get involved in all the details all the time and that he trusted in the parents of the children to not do anything so stupid.
That he takes responsibility can probably be owed to America's apology fetish.
At least they're relatively keeping it in the family?

The fact the parents aren't blindfolded makes this creepy as fuck.
