It's by every chest that you get so winning when your chest slots are full doesn't advance your chest cycle

So I know that the chests are given in a cycle, but what I haven't been able to figure out, is how the cycle works.  Does it iterate every win, or every chest? I'm honestly surprised I haven't found anything saying either way, but maybe it is just me misreading/misunderstanding some posts.  Regardless, I would greatly appreciate an answer.
