The bill is to require tech companies to access any protected / encrypted data from any device, software or wire/wireless communication they design or sell. While it wouldn't undo the HIPPA requirement it would make a vulnerability that black hat hackers will take advantage of quickly.
What this results in is a large American populous becoming victims of identify theft.

Large populations of Americans are already victims of identity theft because of the ineptness of government and corporate security. And while what you're saying makes complete sense I doubt it could make the problem worse than it already is. Though, I could be wrong.
Yeah the problem is already massive but making encryption weaker will only make getting people's info easier, which in turn would only make the problem even more rampant imo. It will also weaken our nations infrastructure security: water dams, electrical grid, communications, power plants. Just making the US a easy and massive target to all those countries and independent groups to prey on.
If you haven't noticed, this government thrives by pretending to solve problems it creates.
From what I've seen of identity fraud there are two types.....the one they want to stop and the one they want to facilitate. You can read into that statement what you want.
health care companies are required by HIPPA to encrypt laptops and mobile devices that carry patient data. so this law is going to undo that law.
