A netting gun for disabling a suspect?
Have nets ever been used to catch police suspects on the run?
Like a shotgun-type that shoots a net out, and it'll tangle the suspect.
Too expensive? Too slow? Is that just not practical? Seems like a nonviolent way to restrain a person. Maybe a situation where there is an aggressive drunk person?
I feel like today's technology would have a resin that hardens the net after surrounding the suspect and just immobilizes the suspect. Though, I guess you'd have to transport the suspect eventually and restraining the suspect just got harder.

I actually live with someone who got to research these products extensively, before they were known to the public.
However, I am not really sure what you are describing in your last paragraph.
He's describing Spiderman.
Spider man shoots out a liquid web that becomes sticky and hard with contact with air and becomes a solid net, trapping the suspect.
So, he's imagining something like that, but on the net itself, so that the rope becomes a solid, not something that you can untie and escape.
Didn't realize it, but that's probably where I remember a whole bunch of people stuck in webbing.
The US military actually has a spiderman like goo they can use to stop cars. If i remember correctly it Acts like a gluey lube, getting stuck to the wheels, and axels and everything, and prevents traction. I saw it on modern marvels i think.
