[STORMLIGHT AND BOM SPOILERS] Fabrials and amulets.

I'm currently reading Bands of Mourning and just learned about the medallions that let anyone use certain Allomantic or Feruchemical powers.

One of the main components of the medallions is nicrosil to store investiture. Fabrials use gemstones that are imbued with Stormlight which is Roshar's form of investiture (correct me if I'm wrong).

Does this mean that the medallions are Scadriel's form of fabrials, and if so, what are the implications for the future of fabrial technology? Could the regular people of Roshar harness the power of a Windrunner other knights?
