Apple Music library "shuffle all" option is missing some songs

Whenever I hit the "shuffle all" button under the library tab of the my music tab, it doesn't have all of the songs I have downloaded to my phone. I've made sure these songs are downloaded to my phone, and they're downloaded to my iTunes as well. Any ideas what's wrong?
